Licences to be silly come with conditions and in some instances they should only provided provisionally. In other cases donations to charities can be made on the assurance that some recipients licence is either cancelled, revoked or withdrawn. Now politicians and some of their sidekicks are a special case. Many act as if they have such a licence 365/24/7 and during WORLD SILLYweek ON TAMAR we should assume that their right to hold a 'silliness licence' is provisional at best. What is assumed to be held cannot be granted.
